Professional, supervisory, administrative and technical work planning and directing the Information Technology Department.
Provides leadership and vision to Town and School operations in the area of Information Technology and IT as it relates to: Building Security, Video Surveillance, Wireless Data Collection, IP Telephony and Construction/Renovation. Leads and develops strategic, information-technologies planning for the Town; provides direction to officials and departments in integrating and aligning technology with plan objectives. Plans, organizes, directs and evaluates the IT Department and its operations to ensure effective support for organizational objectives and efficient and effective implementation of initiatives; guides departmental application services. Defines and coordinates the standards, directions, and policies for Information Technology; all other related work as required.
Appointed by and works under the direction of the Town Manager and Deputy Town Manager/Finance Director. Works under the direction of the Superintendent of Schools on school related projects. Makes IT policy recommendations to Town Manager and Superintendent of Schools.
Performs highly technical and responsible duties requiring extensive judgment and initiative in planning for, managing, maintaining and supporting the use of information technology throughout the Town.
Supervisory Responsibilities
Regularly supervises and confers with direct reporting staff and contractors; reviews their work, the results achieved, and the associated programs, projects, and activities. Exercises supervision over all employees within the Information Technology Department currently comprised of up to twenty full time and part time staff members including two Assistant Directors and ten full time school IT staff appointed by and under the ultimate direction of the Superintendent of Schools. Manages a team of consultants/contractors associated with specific projects and ongoing systems maintenance.
Work Environment
Work is performed under typical office conditions for an office directly involved with information technology. Regularly works outside of normal working hours and is on call on evenings and weekends to respond to after- hours emergencies . Evening meetings, and meetings outside normal working hours with the Board of Selectmen, Capital Planning Committee, Town Meeting, Cable Advisory Committee and the Information Technology Advisory Committee (ITAC) and other citizen committees is necessary in order to work out priorities and finalize objectives.
Has regular, daily contact with personnel and offices throughout the Town and Schools in answering questions, solving problems, providing training, implementing and supporting applications from vendors, and developing, implementing and supporting Town and School applications.
Has access to extensive confidential information throughout the Town government.
Errors in administration and judgment could significantly affect the municipality's ability to deliver services, could have financial and legal repercussions, and could result in deterioration in public relations and confidence.
Essential Duties and Responsibilities

Provides leadership to town officials and department directors on alignment of technology with enterprise-wide initiatives, policy and strategic objectives. Makes presentations and prepares reports and plans. Prepares cost-benefit analyses of proposed IT changes and initiatives.
Evaluates needs for information technology on an on-going basis; coordinates all services throughout the Town and Schools related to information technology; consults with users throughout the Town in order to determine how to improve the efficiency and effectiveness of the Town's use of information technology on a continuous basis; establishes and maintains standards for hardware, software, security and communications throughout the Town and School; has input into the Town's procurement of information technology. As the designee of the Town Manager and Superintendent of Schools exercises final authority in decisions regarding the procurement and purchase of information technology for both Town and School.
Organizes and provides direction in the area of IT operations including the implementation and maintenance of the enterprise-wide administrative and academic computers, systems software, hosted services and wired and wireless networks of the Town and School. Responsible for School academic applications, implementation, training and support performed by School IT staff appointed by and under the ultimate direction of the Superintendent of Schools. Has principal responsibility for the selection, implementation, and support of packaged applications licensed from vendors.
Sets and enforces enterprise-wide security policies for all IT assets. Sets and enforces standards for all hardware and software including desktop PC's, laptops, tablets, all hand-held devices, servers and network equipment as well as software applications, database engines, and network protocols. The CIO will also plan for, oversee and support a network of T1's and enterprise owned fiber links, which comprise the Town and School networks. Assesses bandwidth needs, develops RFP and negotiates with vendors.
Establishes well-defined objectives and evaluative criteria using quantitative measures of performance to guide the development and management of IT operations. Establishes and leads the annual decision-making process that will produce an IT financial plan, which prioritizes the IT initiatives and incorporates them into the budget process. Prepares and administers the department's operating and capital budgets; performs long-range planning for information technology. Develops and presents funding strategies to support technology investments.
Serves as a spokesperson and advocate for enterprise-wide IT needs and goals, which may include meetings with, and presentation to, many different elected and appointed boards, town meeting, citizen and business groups, vendors, legal and grievance committees and the local media.
Works with the Information Technology Advisory Committee (ITAC), that provides input into IT decisions; provides input into the IT strategic plan, including annual updates, reviews the annual IT capital plan; and reviews the status of major IT initiatives.
Enforces security on all computer and network systems throughout the Town and systems that are hosted in Cloud environments.
Recommends and develops policies and practices to improve the use of information technology in the Town. Reviews policies and practices to evaluate the level of effectiveness and compliance.
Reports any possible violations of the Town's IT Acceptable Use Policy to the appropriate appointing authority and conducts investigations at the direction of the Town Manager. Reviews requests for documents and videos associated with public information requests and subpoenas. Assists in Police investigations where data, access and surveillance information is requested.
Oversees system operations such as backups, hot and cold starts, diagnostics and trouble-shooting, loading of software patches and updates, hosted disaster recovery systems, installation of hardware, and coordination of hardware and software maintenance with vendors.
Serves as a member of the Town and School leadership team, and addresses town-wide policy, management and strategic issues.
Establishes and maintains working environment conducive to positive morale, quality, creativity, and teamwork.
Performs similar or related work as required, directed or as situation dictates.
Recommended Minimum Qualifications
Education and Experience
Master's degree in Computer Sciences, business or related field; five years of experience in information technology involving system planning, GIS, management and operations, training, programming or related skills with mid-range or client-server systems; five years of supervisory responsibility within a related field; or any equivalent combination of training and experience. Experience with implementation of complex governmental or non-profit organization is advantageous but not required. Experience with Munis software a plus.
